Evan Delly
Evan co-founded Luminint immediately after completing his graduate work in emerging technologies and transnational security, and as COO, is building out Luminint's global, distributed, and remote-first organizational structure. This reinforces Luminint's vision of driving creativity, diverse perspective, and multi-faceted expertise across its team.
Evan builds on extensive prior experience in directing Luminint’s research initiatives into the geopolitical risk, challenges, and opportunities facing clients in challenging environments. He started his career embedded with the Liberia Mental Health Policy Working Group overseeing data collection that would underpin key sections of the National Mental Health Policy of Liberia. He later created and led an in-depth study in Turkey investigating the government strategy and economic triggers that drove policy addressing the mass influx of refugees fleeing the Syrian Civil War. His research produced insights into how difficult-to-access information about migrants and dynamic, politically sensitive data can be used by states to manage ongoing crises. Building on this, and inspired by Estonia’s ability to collect, protect, and utilize private data under constant Russian cyberthreat, Evan relocated there and developed a blueprint for the ethical collection and management of private data to enable improved delivery of government and business services in high risk environments. Now at Luminint, he is passionate about creating a dynamic, open-source intelligence collection and analysis program that embodies Luminint's vision, strategy, and values to create leading intelligence products for clients. Evan holds a BA in International Relations and Developmental Psychology from the College of William and Mary, and an MA in Middle East Studies from George Washington University’s Elliott School of International Affairs. He maintains Egyptian and Jordanian dialect proficiency as well as Standard Arabic, and has working proficiency in French. |
